In general, the tla archives are not used by anyone except me so we
can ignore the many branches.

However, the tla archive axiom--main--1 isn't going away any time soon.
It's my main location for work. But axiom is available under tla, svn,
cvs, or darcs so you can choose your own way of working. Posting 
diff -Naur changes to the mailing list allows anyone to see and adopt
your changes. 

In general, it is very difficult to coordinate multiple developers
working in parallel using their own working methods. It is unlikely
that we will all use the same techniques.
