Michael,

These files are back. The binary is 16MB as you expect.
It has been rebuilt from the latest sources.

Note that they actually refer to a new domain called axiom-developer.org.
I'm in the process of setting up a new axiom-only server. 
We ran into space problems on tenkan.org.
