I agree that all files on savannah should be either in pamphlet or 
booklet format. Binary tar files will exist (similar to the one on
the axiom.tenkan.org website) but should not be in the build tree.

The root Makefile.pamphlet will have its associated .dvi file though
as that's where the starting comments live. An argument could probably
be made for a README file-chunk in the root Makefile.pamphlet because
people expect a "README" file somewhere. 

But, yes, the intention is that there will be ONLY documented files
in the source tree. The key transition from commercial to open source
depends on the documentation and I want to make it as easy as possible
to do (and as hard as possible to ignore).
