It really seems to be missing.
Note that all this is being handled in stk500v2.c.
If you look at stk500v2_initialize(), there is a case distinction for diverting
to XPROG protocol for TPI and PDI devices. I think something similar might be
needed early in stk500c2_jtag3_initialize().
