[avrdude-dev] Cannot start avrdude.exe. Errors with cygwin1.dll

Hi, I am newbie to this avr business. I was trying to setup external tools to
program Arduino Uno board. 
When clicked on the Arduino UNO programmer(Title) There was an error saying
cygwin1.dll in missing. 
I downloaded the dll file from here. 
http://www.dlldump.com/download-dll-files_new.php/dllfiles/C/cygwin1.dll/1.5.188/download.html
I included it in the C:\window\system32. Then i got an error

I have tried restarting the computer.
