I think that's the way CMSIS-DAP is intended for ARM devices.  ARM
markets it as an IP block that can be integrated into an ARM design.

In this case, however, it's implemented in the EDBG chip (a custom UC3
AVR32 microcontroller tailored for the purpose) which is part of the
Atmel-ICE or Xplained Pro Evaluation board.  (The UC3 on the JTAGICE3
serves the same purpose.)

CMSIS-DAP allows for additional vendor-specific commands, and that's
how Atmel implemented the AVR part of the protocol.
