It would be a considerable effort to support this. Not only that
you'd have to write a new programmer implementation, you'd also have
to create all the support for HV programming around: so far, AVRDUDE
only has low-level support for ISP.
I'd say buying an AVR Dragon would be the much faster (and in that
sense, cheaper) way to accomplish the goal.
