I can't get avrdude to talk to my 1281V.  Here's what I see:

  $ avrdude -p m1281 -P usb -c jtagmkii

  avrdude: jtagmkII_program_enable(): bad response to enter
  progmode command: RSP_ILLEGAL_JTAG_ID
  avrdude: JTAGEN fuse disabled?
  avrdude: initialization failed, rc=-1
           Double check connections and try again, or use -F to override
           this check.

My JTAG chain consists of two devices: an MSP430 followed by an
ATmega1281V.  The TI JTAG interface has no problems talking to
the MSP430, but the JTAGICEmkII can't seem to talk to the 1281V
I'm guessing that the RSP_ILLEGAL_JTAG_ID is because it's
trying to talk to the MSP430 instead of the 1281V.  How do I
tell avrdude to tell the JTAGICEmkII that I want to talk to the
second device in the JTAG chain?
