Follow-up Comment #2:
Thanks. It turned out the (in)capabilities of various ancient
AVRs have been incorrectly specified in avrdude.conf. So for
example, for your AT90S8515, there's no option to read the lock
bits via ISP, yet as an operation to read them was defined in
avrdude.conf, it had been executed, and nothing was written at
all (as the bits appeared to match).
