I followed your advice and downloaded "Cygwin" , a lenghty process but
well worth it. Note that I also had to go back to add the development tools
I'd forgotten to download the first time. After having done so, I was able
to compile the AVRDude code and test it. It works under my current Win2K
configuration. I can now go in and make some tweaks to pass code to the
ATmega via the 1200.

Yes.
Look in the avrdude User Manual, Platform Dependent Information >
Windows > Installation. This section gives you instructions on how to
rebuild avrdude for Windows.
