OK, then use avrdude.rc.  "rc" once meant "run commands", but is generally
used in Unix to denote some kind of customization file, except Unix
normally doesn't use it as a filename suffix but simply appends it (where
the name itself starts with a dot to make a "hidden" file).  Thus the
Unix name .avrduderc would IMHO match best to avrdude.rc on Windows.

Since it's only two letters, there's a good chance it is /not/ already
taken. ;-)
