Details:

I see that the task to include ATmega406 support is still open and thus I
have done the manual labour to speed up the process.
 
There are a few notable differences: EEPROM registers are at a different
address and the internal RAM starts from 0x100 (and not the default 0x60),
but this can be fixed with the linker switch "-Wl,-Tdata,0x800100"
