[avr-gcc-list] Is relaxation needed for linker stubs?

http://gcc.gnu.org/onlinedocs/gcc/AVR-Options.html in two places says, that 
relaxation must be turned on if the stubs are to be linked correctly.

After http://sourceware.org/bugzilla/show_bug.cgi?id=14058 , is this still the 
case? Are there any outstanding problems which prevent using stubs witout 
linker relaxation?  

If not, I would suggest to reword said section (pointing to the version of 
linker where the bug is fixed).
