At least GNU Emacs doesn't.  If more preciously, it has pregenerated
'configure' & Co in the autogen/ directory just for any case and
regenerate them periodically, but the main line doesn't rely on them
and assume that if developer able to cope with VCS then he can to run
'autoreconf' also.
