Why bother?  Since everyone is required to ship install-sh anyway, why not
use install-sh always?  We started doing that a while ago, and the number
of complaints has dropped to zero.  install-sh also has the advantage that
no developer gets away with writing unportable invocations of 'install'.
Anyway, if someone is insisting on their own magic install program, they
can always run 'configure INSTALL=/usr/bin/install'.
