Does "c:/var/tmp/" exist?
What's the output of
M-: (file-writable-p "/var/tmp/") <RET>
?
I'm suspecting that "/var/tmp/" exists for Cygwin and when trying to
write to that directory it gets transposed to "c:/var/tmp/", roughly
speaking.
