Ralf was correct so thank you Ralf.

More specifically I downloaded the xpm4.dll library and copied it to my windows\system folder. That appears to have solved the problems with the toolbar.

I compiled auctex in Minsys. I used
./configure --with-emacs=/c/programs/emacs-22.1/emacs-22.1/bin/emacs.exe
--enable-preview --with-texmf-dir=/c/Programs/MiKTeX\ 2.7

then:
make
make install.

I'm using emacs 22.1.

I'm trying to display
the latex toolbar. All I'm seeing is in the toolbar is icons for
(open-file save-buffer cut copy paste undo). Executing
Latex-install-toolbar has no effect.
Are those icons in color or black and white?

The icons are in black and white.

You should probably install the image libraries for Emacs to be able to
display color icons.  These libraries will also be necessary for
preview-latex to work.  Instructions can be found in the README file of
Emacs for Windows on ftp.gnu.org.
