The preun script gets the number of package versions that are installed after "this" is uninstalled. An upgrade will have one version installed after the old package is uninstalled. So nothing happens on upgrade.

The name change is unfortunate, perhaps something in %pre is called for here, wdyt?

Besides you do not know.  An old
version could have been installed not via an rpm package and somebody
could have added there an extra code beyond "(require 'tex-site)" so
just clobbering it is not nice.  One can, and possibly should, spit
some explicit warnings if that file is found and renamed.

It is added by the rpm. If it still exists when the last version of the package is de-installed, it will get clobbered. auctex-init is the autoload file and AFAIR contains comments explicitly warning that one should not edit it. Configuration goes elsewhere.
