Yes.

Not tried this, but it might work.  Probably not in PDF mode, though.

%%% LaTeX-command: "x=pdf TEXINPUTS=\"../common:$TEXINPUTS\" ${pdfx}latex"

could work for both PDF as well as DVI mode.
