It looks like you need to link in the modules as indicted by the manual:

  Then install at least one pspell module. You can find more information
  about available modules from the Pspell home page.
  
  After all the pspell modules are installed
  
      cd modules
      ./add-modules
      cd ..
      make
      make install
  
  Which will link in the pspell modules.

However I have never actually tested Pspell on Win32 except for what
Aspell needs.  You might run into some linking problems.
